The Commander of the "Wyoming'" has been informed of the purport of your communication of March oft and has been requested to observe with the utmost care the spirit and letter of Her Majesty's Proclamation of the 20th March, and the measures which are considered necessary to effect the objects thereof. Part of the Government of this Colony, having the fullest confidence in the desire of His Excellency, The Governor, while securing the strictest neutrality, to maintain the most friendly relations with the Government we represent.
You may assure His Excellency that, fulfilling the desire of my Government, I will secure, as far as lies in my power, the observance of the spirit of Her Majesty's Regulations by any Federal vessel of war that may, for the future, visit this Colony or its immediate waters.
